Adopt a resolution authorizing the official naming of the Riverfront Promenade, from 3rd Street to Division Street, to the “Harry T. Price Riverwalk” in honor of the major contributions to the City of Napa by the late Harry T. Price.

DISCUSSION:

 

Background:

City Council Policy Resolution No. 24 establishes policy regarding the naming of existing and future park facilities. The procedures included in the policy resolution state that that Parks, Recreation and Trees Advisory (PRTAC) Commission shall review and make recommendations to the City Council on the naming of a City park or recreation facility for their review and approval. Recommendations may be submitted by a variety of stakeholders including community groups, individuals and Staff.

 

Additionally, the basis for naming a park and recreation facility includes:

-                     The City will typically adopt a name for each park or recreation facility based on geographical, natural or historic criteria identified with the area.

-                     When appropriate, a park or recreation facility can be named in honor of a person, posthumously, when such a person has made major contributions to the community, the country, or the field of parks and recreation

-                     The City Council shall exercise final authority in naming all public parks and recreation facilities within its jurisdiction

 

The overall objectives of the policy include:

-                     To ensure that naming/memorializing public parks and recreation facilities will enhance the values and heritage of the City of Napa and will be compatible with community interest

-                     To encourage the dedication of lands or funds for public use by individuals and groups, and provide recognition of their achievements or community contributions

 

Recommendation:

City Staff has received requests from community stakeholders to name the section of the Riverfront Promenade from 3rd Street to Division Street to the “Harry T. Price Riverwalk” to honor the major contributions to the City of Napa by the late Harry T. Price.

Among many accolades, Mr. Price was a successful real-estate developer and, luckily for Napa, a champion of the Downtown and a significant contributor to the success and vibrancy of the local community. While with Community Development and Investments (CDI), Mr. Price has built many commercial buildings throughout Napa and Solano Counties including the redevelopment of the historic Napa Mill. Additionally, he contributed to the success of the Napa Opera House, the Arts Council, the Community Foundation, and Serenity Homes. “In all of his dealings, he always treated everyone with honesty and respect”.

The proposed location was determined by the location of Mr. Price’s recent impact to Downtown Napa, the Napa Mill redevelopment.  Mr. Price’s efforts directly resulted in the design of the River Walk we have today.  The original design of the Riverwalk terminated at Fifth Street.  Mr. Price commissioned the redesign of the floodwall to extend the Riverwalk to Division Street and he convinced the U.S. Army Corps of Engineers to modify the construction.  His efforts resulted in a significant improvement to this public amenity that will be enjoyed by the community for generations.   

Prior to presenting to City Council, City Staff has presented and received approval on the proposed naming from both the Parks, Recreation and Trees Advisory Commission and the Flood Control District.

To recognize the naming, Staff would implement a recognition plaque memorializing the naming, as well as a ceremonial function in adherence with Napa County Public Health guidelines surrounding COVID-19, date pending the availability of Mr. Price’s family.

 

FINANCIAL IMPACTS:

Financial impacts include purchasing and installing a recognition plaque and associated costs with a ceremonial function.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
