Body

DISCUSSION:

In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018.  Measure T funding is to be used for paving, maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On December 5, 2023, City Council adopted the City’s updated 5-year Measure T Work Plan, which included the Browns Valley Road/First Street Rehabilitation project.

The Project consists of street paving, minor sidewalk repairs and installing new sidewalk sections between Freeway Drive and McCormick Lane. The Project will improve traffic safety for all modes of travel.  The work will improve accessibility, install Rectangular Rapid Flashing Beacons (RRFBs), enhance striping/markings, install pedestrian refuge islands, and install the first-Class IV bike lanes on a City controlled street.  Earlier this year, Caltrans installed the first-Class IV bike lane in the City on a state controlled section of Imola.

The engineer’s estimate of probable construction cost for the Project is $4,776,344. budget.

Staff publicly bid the Project during the month of July.  On August 6, 2024, ten (10) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

The construction budget is proposed as follows:

JV Lucas Paving                                                                                                                                                   $ 4,296,497.75

Contingency for unforeseen conditions (20% of bid)                                          $    859,299.55

Construction Management and Inspection                                                                     $    150,000.00

Public Works Engineering Staff                                                                                                         $      85,000.00

Total                     $ 5,390,797.30

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above.

FINANCIAL IMPACTS:

The attached Council Budget Amendment No. 83P2 will increase the Browns Valley Road/1st Street-Westview to 29 (ST22PW03) Project’s revenues and expenditures budget by $900,000 of Measure T CIP Fund Balance.  The Measure T CIP Fund Balance has sufficient funds for the transfer.

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
