Adopt a resolution extending the deadline to submit arguments for and against Measure G to August 16, 2024 at 5:00 p.m. and the deadline to submit any rebuttal arguments for Measure G to August 23, 2024 at 5:00 p.m. to be consistent with the deadlines established by the Napa County Registrar of Voters.

DISCUSSION:
On June 4, 2024, the City Council adopted Resolution No. R2024-058, attached as Exhibit A to the proposed resolution, calling and giving notice of a general municipal election and submitting one ballot measure, “Measure G,” to the voters to establish a one-percent transaction and use (sales) tax. Within R2024-058 a deadline of August 9, 2024 was established for the submittal of arguments for and against the measure. Additionally, a deadline of August 19, 2024 was established for the submittal of rebuttal arguments.
Elections Code section 10418 provides that in the event of a consolidated election, the election is held in accordance with the laws applicable to County elections, which means that the deadlines established by Napa County Registrar of Voters for submittal of arguments applies in a consolidated election. Therefore, staff is recommending the Council take action to extend the City’s previously established deadlines for submitting arguments and rebuttals to make them consistent with the deadlines established by the County Registrar. These deadlines have been posted by the County Registrar as August 16, 2024 for the submittal of arguments for and against the measure and August 23, 2024 for the submittal of rebuttal arguments.
The proposed resolution (Attachment 1) amends Sections 6 and 7 of Resolution R2024-058 to make the deadlines consistent with the County Registrar’s established deadlines for the November 2024 consolidated election. All other provisions of Resolution No. R2024-058 remain in full force and effect.
