Authorize the City Manager to execute Amendment No. 1to the Cooperative Agreement between the City and Caltrans (which amends the Funding Summary on Exhibit “A”), and determine that the actions authorized by this item were adequately analyzed by a previous CEQA action.

DISCUSSION:
The State Route 29 Northbound First Street Ramps and California Boulevard Roundabouts Project (Project) involves the design and construction of roundabouts at First Street/California Boulevard, Second Street/California Boulevard and State Route 29 (SR 29) northbound ramps at First Street within the City of Napa (City). The California Department of Transportation (Caltrans) and the City have partnered through a Cooperative Agreement No. C2015-157 (Coop Agreement) to design and construct the Project to improve traffic operations and safety at those intersections.
Exhibit “A” of the Cooperative Agreement is the Project Funding Summary. The agreement stipulates that partners will execute a new funding summary each time the funding details of the project change. The current Funding Summary was developed at the time of the Coop Agreement, back in 2015. The project has evolved extensively since that time with the design 100% complete and the project cost estimate revised to reflect the final design of the project. The utility relocation costs and right of way acquisition costs have also been determined. The revised Exhibit “A”, Funding Summary, reflects the current costs associated with the Project.
The only proposed revision to the Coop Agreement with this amendment is Exhibit “A”, Funding Summary No. A1. No other provisions in the language of the agreement are to be changed as a result of this action.
FINANCIAL IMPACTS:
No additional budget appropriation is required for the recommended action.
CEQA:
City staff recommends that the City Council determine that the potential environmental effects of the Recommended Actions described in this Agenda Report were adequately analyzed by the Mitigated Negative Declaration and Mitigation Monitoring Reporting Program for the State Route 29 Northbound First Street Ramps and California Boulevard Roundabouts Project, adopted by the City Council May 17, 2016 by Resolution R2016-68 and amended January 17, 2017 with the adoption of Resolution R2017-3, pursuant to CEQA Guidelines Section 15162.
