Adopt a resolution approving the CDBG Fiscal Year 2018-2019 Consolidated Annual Performance Evaluation Report (CAPER).

DISCUSSION:

The City’s 2015-2020 Consolidated Plan identifies housing needs and problems in the community, sets priorities and strategies, allocates resources under U. S. Department of Housing and Urban Development (“HUD”) funded programs and provides an annual plan to track how resources will be spent and goals accomplished. As required by HUD, a Consolidated Annual Performance Evaluation Report (“CAPER”) must be prepared by all jurisdictions receiving entitlement funds from HUD.

 

The CAPER is intended to review the City’s progress towards achieving the goals outlined in its adopted 2015-2020 Consolidated Plan. The City is required to submit this report to HUD as a condition of its receipt of an annual grant of CDBG funds.

 

CDBG Funding

During the 2018-19 program year, the City was allocated $617,176 in CDBG entitlement funds. Additionally, while the City had anticipated receiving $65,518 in program income from the revolving loan fund, the City ultimately received $159,334 from loan repayments.

 

CDBG and Other Accomplishments

                     The City provided $618,090 in funding to Abode Services for operation of the homeless shelter system. This included $62,159 from the CDBG Fund to operate the South Napa Shelter and $555,931 from the City’s General Fund to assist South Napa and the other homeless facilities and programs. The CDBG funds assisted 234 persons during the program year at the South Napa Shelter.

                     The City provided NEWS $29,010 in CDBG funding for bilingual counseling services for battered persons and children. The funding assisted 130 persons.

                     The City provided Catholic Charities of the Archdioceses of Santa Rosa (Catholic Charities) $8,288 for funding of a bilingual counselor at Rainbow House. The funding assisted 70 persons.

                     The City provided Fair Housing Napa Valley (FHNV) $14,920 in CDBG funds for fair housing assistance, mediation and education. In addition, FHNV received $50,000 from the Housing Authority and $75,000 from the City’s General Fund for landlord tenant mediation services and to assist in the preservation of affordable mobile home space rent. FHNV assisted 1,718 individuals during the program year.

                     The City’s Housing Rehabilitation program completed 12 rehabilitation projects and started one additional rehabilitation project under the CDBG Loan Program and completed seven projects under the CDBG Emergency Repair Grant Program. The combined total spent was $333,221.

                     Habitat for Humanity completed the Saratoga Drive project, and the home was occupied by a qualified family in December 2018.

                     The City used State CalHome and HOME funds to provide down payment assistance loans totaling $324,600 to three low- and moderate-income first-time homebuyers. In addition, the City used State CalHome to assist two homeowners with housing rehabilitation loans.

 

CDBG Projects in Progress

                     Burbank Housing’s Stoddard West affordable rental project is substantially complete and is expecting occupancy in fall 2019.

                     Senior Center ADA improvements are substantially complete. The project is expected to be completed by fall 2019.

                     Mayacamas Village rehabilitation project is substantially complete and is expected to be completed in fall 2019.

 

CDBG Citizens’ Advisory Committee

The CAPER was reviewed by the CDBG Citizens’ Advisory Committee on August 26, 2019. At the Committee meeting, a committee member requested additional clarification on the source of the home sales and rental data. This section of the CAPER has been updated to reflect the source of this information. The Committee forwarded a recommendation to Council to approve the report with the edits requested.

 

FINANCIAL IMPACTS:

None

 

CEQA:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).

NOTIFICATION:

The CDBG Citizens’ Advisory Committee reviewed the draft CAPER at a public meeting on August 26, 2019. In addition, a public notice was published in the Napa Valley Register on August 23, 2019. Notices in Spanish were posted at Puertas Abiertas and Spanish markets. Copies of the CAPER were made available at the City’s Housing Division and the City’s website.
