Recommendation
Adopt a resolution (1) accepting three grants from the Office of Traffic Safety, and authorizing the Police Chief to sign the Grant Agreements; (2) authorizing revenue and expenditure budget increases of $270,837 in the Police Department Grants Special Revenue Fund for the Office of Traffic Safety Grant Programs for Fiscal Year 2024-2025; (3) approving and authorizing the Police Chief to sign the agreement with the Napa County Bicycle Coalition in an amount not to exceed $93,837 to provide pedestrian and bicycle safety in Napa County; and (4) determining that the actions authorized by this resolution are exempt from CEQA pursuant to CEQA Guideline 15060(c).

DISCUSSION:
The Police Department was recently awarded grants from the State of California Office of Traffic Safety (OTS) in the amounts of $145,000 for the Selective Traffic Enforcement Program (STEP), $30,000 for the Motorcycle Safety Education and Training Program, and $93,837 for the Pedestrian and Bicycle Safety Program. The project period for all grants is October 1, 2024, through September 30, 2025.
These grant funds are to be used to help reduce the number of persons killed or injured in vehicle and bicycle crashes. These grant funds will support Driving Under the Influence (DUI)/Driver’s License checkpoints, DUI saturation patrols, traffic enforcement operations, motorcycle safety courses, classroom education, community outreach, and public awareness campaigns. The funds will also be used for the electronic collection of stop data.
The pedestrian and bicycle safety program grant will be administered through an agreement with the Napa County Bicycle Coalition (NCBC). NCBC will use grant funds to provide instruction on pedestrian and bicycle safety countywide for all Napa County schools. These strategies and initiatives are designed to increase media attention and community awareness, which will enhance the overall deterrent effect.
The NCBC has support from law enforcement agencies and school districts across the county to provide this training in schools and is on track to complete all objectives from last year. The NCBC was previously the City’s consultant to administer the OTS Grant during the previous grant cycle. There are no other organizations with the required approvals, experience, or plan to deliver the education in the grant period (10/1/2024-09/30/2025).
FINANCIAL IMPACTS:
These grants positively impact the Police Department Grants Special Revenue Fund and increase the Napa Police Department FY 2024/25 expenditure budget by $270,837 over a one-year period, offset by reimbursement from the State of California, Office of Traffic Safety. The grant period is 10/01/2024 - 09/30/2025. The Police Department Grants Special Revenue Fund’s revenues and expenditures will be increased by the full grant amounts, $270,837 in FY 2024/25, with any remaining budget at the end of the fiscal year carried forward to FY 2025/26 for use during the remainder of the grant period. There is no local match requirement.
CEQA:
The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
