Authorize the Executive Director, on behalf of the Housing Authority, to take the necessary actions to release a Quality Improvement and Repair Grant Agreement between the Housing Authority and Family Service of Napa Valley recorded on July 2, 2004 in the amount of $6,050 from title to real property owned by Mentis (formerly Family Services of the North Bay and Family Service of Napa Valley) at 709 Franklin Street in connection with Mentis’ sale of the property.

DISCUSSION:

Mentis, formerly Family Services of the North Bay and Family Service of Napa Valley, owns a property located at 709 Franklin Street that currently functions as administrative offices. Mentis has purchased a property located at 1272 Hayes Street to replace their administrative offices, consolidate all staff in one location, and offer the opportunity to expand programming. 

 

On July 2, 2004, the Housing Authority entered into a Quality Improvement and Repair Grant Agreement with Family Service of Napa Valley pursuant to which the Housing Authority provided a $6,050 grant to Family Service of Napa Valley for repairs at 709 Franklin Street, and which was recorded against the property.  The Agreement required Family Service of Napa Valley to continue to provide family counseling services to low-income families during the five-year term. Staff has determined that Mentis’ predecessor satisfied the terms of the 2004 Agreement and recommends that the Housing Authority release the 2004 Agreement from title.

 

This action authorizes the Executive Director to take the steps necessary to release this document from title to the Franklin Street property so that Mentis can proceed with the sale of 709 Franklin Street.

 

FINANCIAL IMPACTS:

The Housing Authority previously provided a grant to Mentis (formerly Family Services of the North Bay) to repair 709 Franklin Street to serve as a mental health resource for the community. These funds were never intended to be paid back.

 

CEQA:

The Executive Director has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA guidelines Section 15060(c).
