Approve and authorize the City Manager to execute an Agreement with Central Square Technologies (CST) to implement and provide Computer Aided Dispatch (CAD) system, software as a service subscription to the City for a five-year term in return for compensation in an amount not to exceed $1,800,000.

DISCUSSION:

The Napa City Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville and all unincorporated areas of Napa County. The Department has embarked on a crucial upgrade to its public safety infrastructure of replacing the current Computer Aided Dispatch (CAD) and Mobile Data Computer (MDC) software. The existing system, provided by Hexagon Security, Government and Infrastructure was implemented in 2006; upgraded in 2009 and 2014, and has served the department for several years. The system is no longer supported for functional enhancements but is now due for an upgrade to improve efficiency, data management, and support the growing demands of modern delivery of public safety dispatch services.

 

In preparation to determine the best and most appropriate pathway forward, the department evaluated functionality, product stability and customer satisfaction of the current and other software systems that meet the operational requirements of the Communications Center. There are just a handful of CAD system vendors to choose from that are able to perform in the multiple discipline, multi-jurisdictional public safety dispatch environment of the Police Department Communications Center.

 

It is common business practice in California for municipal governments to share procurement contracts (Cooperative Purchase) between government entities. In 2019, the City of Glendale/Glendale Police conducted a competitive Request for Proposal (RFP) process to select an integrated public safety solution for their police department. After thorough evaluation, Glendale awarded the contract to CentralSquare Technologies. Notably, this contract included a provision allowing other California municipalities to leverage the Glendale RFP results for their own purchasing needs. This competitive procurement process provides an opportunity for the City of Napa to benefit from the rigorous selection criteria already applied by Glendale, streamlining the procurement process while ensuring compliance with California’s public sector purchasing requirements. By utilizing the Glendale contract as a basis for procurement, the City of Napa stands to benefit from an efficient, cost-effective process that leverages an already-proven competitive selection. CentralSquare Technologies offers the optimal solution to meet the City’s current and future public safety needs, ensuring that the Police Department remains equipped with modern, reliable tools to serve the community. The Glendale agreement has been utilized by other California agencies notably San Joaquin County in 2023.

 

The Police Department is proposing to implement CentralSquare Technologies’ integrated public safety system, which includes advanced CAD and MDT functionalities. CentralSquare’s software will bring increased system reliability, improved data reporting, and greater efficiency in managing public safety operations.

 

The purpose of this report is to recommend Council approval to authorize the City Manager to execute an Agreement between the City and CentralSquare Technologies.

 

FINANCIAL IMPACTS:

The five-year agreement includes implementation of the system and five years of service based on subscription pricing. The yearly subscription remains the same through the fifth year of service. On time implementation costs are comparable to costs in 2006 for current system. The yearly subscription is comparable to the annual support cost for the current system which did not include annual vendor supported upgrade to functionality. Over all the costs will be equally shared with contract agencies that the Dispatch Center provides service too.

 

CEQA:

The Chief of Police has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
