Approve the first reading and introduction of an ordinance amending Napa Municipal Code Section 2.08.090(A) regarding the designation of appointive officers in the City Manager’s Office.

DISCUSSION:

The budget staffing plan for the City Manager’s Office currently includes the City Manager, Assistant City Manager, Deputy City Manager, Community Relations and Media Manager, two Management Analysts I/II, and one Management Fellow (Limited Term) as approved by City Council on June 4, 2024 during the adoption of the Fiscal Year 2024/25 Mid-Cycle Budget Amendments via Resolutions R2024-061 and R2024-062.

 

Currently, the budgeted position for Management Fellow (Limited Term) is being underfilled by an incumbent at the Office Assistant (OA) I level.  This has created a budget savings for the City Manager’s Office, and the duties being performed by the incumbent are at the OA I level.  This position had been filled through a provisional appointment for a 180 day period on a temporary basis while the staffing needs of the office were evaluated.

 

The purpose of this item is to recommend Council approve an update to the list of appointive officers in the City Manager’s Office within the Napa Municipal Code to include one (1) Office Assistant I/II.  It has been determined that the current staffing model is a better fit for the office for the time being, and the ongoing model will be evaluated and adjusted appropriately during the budget process, and budget allocations adjusted accordingly.  In the meantime, this adjustment allows the incumbent to stay in the position as an appointive officer.

 

The attached ordinance adds the position of Office Assistant I/II to the list of Appointive Officers in the City Manager’s Office. This additional position of Office Assistant I/II will provide administrative support and clerical duties for the City Manager’s Office. This will be an at-will position serving at the pleasure of the City Manager.

 

FINANCIAL IMPACTS:

No additional funding beyond what has already been approved in the City Budget. The position of Management Fellow (Limited Term) was previously approved on June 4, 2024 during the adoption Fiscal Year 2024/25 Mid-Cycle Budget Amendments via Resolutions R2024-061 and R2024-062, and the OA I is less costly than the Management Fellow, so there is a budget savings realized through this underfill.

 

CEQA:

The Human Resources has determined that the recommended action described in this staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
