Adopt a resolution amending the City Classification Plan by adopting the new classification specification and salary range for Scale House Supervisor; and amending the Budget Staffing Plan by adding one (1) Scale House Supervisor position, and deleting one (1) Senior Scale House Attendant position.

DISCUSSION:

The Human Resources Department received a request from the Utilities Department to review the job classification, workload, and scope of responsibilities of the Senior Scale House Attendant leading the City’s operations and transactions at the Materials Diversion Facility.

 

Based on the classification specification, the Senior Scale House Attendant is a working lead level classification responsible for training and specialized support functions for the City of Napa Materials Diversion Facility. Some duties include: providing lead direction and training to assigned staff; performing general accounting and customer service duties; reporting and customer account management; determining proper disposal and/or recycling fees; liaison with software vendor; reconciliations; and attending scales that weigh and record recycling loads.

 

Through the class study, it was found that the position is performing supervisory duties which included training as well as evaluation, and scheduling of Scale House staff. Not only are the knowledge, skills and experience related to Scale House work extremely specialized, but the duties of the position have increased in responsibility and independence. The work has become more complex as the City’s Scale House has shifted in style of operation - the gate rates and reporting have changed per contract stipulations and the Materials Diversion Administrator and Analyst are experiencing increased demands, placing more responsibility on the Senior Scale House Attendant. Therefore, it is recommended that the City create a new classification where the Department would have the ability to assign the full scope of supervisory responsibilities. The Utilities Department would like to ensure that the City maintains the existing Senior Scale House Attendant classification specification as a part of the Classification Plan to allow for future flexibility. The recommended title for a new classification specification is Scale House Supervisor.

 

In review of the proposed Scale House Supervisor classification against the external market, there were inadequate comparison agencies. As a result, Human Resources recommends the use of the series to build out the Scale House Supervisor pay. Therefore, it is recommended that the pay of the new position be placed 10% above the Senior Scale House Attendant classification ($71,668.91 - $86,569.56). This aligns well with the breakdown of pay between leads & supervisors in other work groups within the City.

 

Based on a review of the PDQ, and conversations with the Department, it is determined that a new classification of Scale House Supervisor is needed to better align with the current duties of the classification and better match operational needs.

 

Staff recommends creating a new classification specification titled Scale House Supervisor with a salary range of $71,668.91 - $86,569.56 to ensure alignment with the existing series. 

 

The affected bargaining unit, Napa City Employees’ Association (NCEA), was given an opportunity to review the classification, and agreed on the recommendations.

 

The new classification and salary range for Scale House Supervisor was heard by the Civil Service Commission at their special meeting on October 23, 2023, and the Commission recommended to Council for approval.

 

FINANCIAL IMPACTS:

The Utilities Department has worked with the Finance Department to shift already appropriated funding to accommodate the additional costs of these salary range changes for the FY 2023/24 and FY2024/25 budget.

 

CEQA:

The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
