Approve and authorize the Police Chief, on behalf of the City, to execute amendment No. 9 to Agreement No. C2013-363 for Public Safety Dispatching Services between the City of Napa and the County of Napa to extend the term for two (2) additional years and increase the City’s annual revenues (charges for services) to $2,466,474 for fiscal year 2024-2025 and $2,562,753 for fiscal year 2025-2026.

DISCUSSION:
The City of Napa Police Department Communications Center is the primary public safety answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville, and all unincorporated areas of Napa County.
The County of Napa currently contracts for Public Safety Dispatching Services with the City of Napa under City Agreement No. C2013 363 (Napa County Agreement No. 170799B) effective August 6, 2013. The County of Napa originally contracted with the City of Napa for Dispatching Services in July 1986. The recommended action is to extend the Agreement for an two additional years to continue the services through June 30, 2026.
Utilizing the actual costs from FY 2019-2020, the cost allocation plan will be updated to capture the total cost of the Communications Center and the percentage breakdown of the calls for service to determine the cost to the County and other contract agencies. The increased compensation includes a 4% cost of living increase and $59,516 for the shared cost of Mark43, a Records Management System (RMS) for each fiscal year.
Centralized dispatching has eliminated service duplication and achieves cost savings and operational efficiencies to the benefit of Napa County, the City of Napa, and residents. During the next two fiscal years, the City of Napa and the County of Napa will continue to cooperate and collaborate on upgrade/replacement of technology systems, reduce staffing level shortages and continue to provide high quality 911 first responder services to the population of Napa County.
FINANCIAL IMPACTS:
The proposed amendment increases the annual revenues (charges for services) paid to the City of Napa by the County of Napa for dispatch services from $2,373,899 to $2,466,474 or an increase of $92,575 for FY2024-2025, and from $2,466,474 to $2,562,753 for an increase of $92,279 for FY 2025-2026. As outlined in this proposed amendment, total charges for services paid to the City of Napa shall be $5,029,227.
CEQA:
The Police Chief has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
