Authorize the Utilities Director to negotiate and execute a construction contract and change orders if required with Advantage Reline Services, Inc., in an amount not to exceed $200,000, for the repair and rehabilitation of the 36-inch water main crossing Redwood Creek; determine that the proposed contract with Advantage Reline Services, Inc for the installation of a Primus Liner meets the requirements for a “specialty item” as set forth in Napa Municipal Code Section 2.91.050; and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

The City of Napa water system provides potable water to 86,906 persons throughout City of Napa and unincorporated Napa County.  On the western side of the city, potable water is transported from the Barwick Jamieson Treatment Plant through a 36-inch asbestos-cement (AC) transmission main to the City of Napa service area. On July 3, 2023, the City discovered a leak on the transmission main where it crosses Redwood Creek near Linda Vista Ave and Lone Oak Ave. This section of transmission main from Robinson Lane to West Pueblo Ave was subsequently isolated while a repair or replacement was assessed.

 

Staff assessed different options to repair or replace the transmission main including a pipe bridge, horizontal directional drilling, lining, and open trenching. The break in the transmission line is under the creek bed and difficult to access.  Staff determined lining of the transmission main to be the least expensive and quickest to install. After extensive research, staff determined that a 20-inch diameter Primus multilayered polyethylene liner with Kevlar reinforcement could be pulled through the existing transmission main to make the repair. 

 

The City needs to expedite the repair of the transmission main ahead of the summer peak demand season as having it out of service removes critical redundancy from the City’s potable water supply network.  Due to the critical need to repair the transmission main it is necessary to expedite the procurement process and utilize a vendor that has the necessary qualifications and experience to perform the work and is available to perform in a timely manner. Staff performed a contractor search and determined that Advantage Reline Services, Inc.  possesses the appropriate qualifications and experience related to the Primus liner and has a window of availability in June and July to perform the work.  A written determination is included as Attachment 1 that supports executing a contract with Advantage Reline Services, Inc. pursuant to Napa Municipal Code section 2.91.050, Exceptions for Specialty Items.

 

Advantage Reline Services, Inc. provided a cost estimate of $155,000 to install the Primus liner within approximately 300 feet of the transmission main that crosses Redwood Creek from Kingston Ave to Lone Oak Ave.  Given the nature of the work, a contingency amount of $45,000 is necessary, for a total contract amount not to exceed $200,000.

 

 

FINANCIAL IMPACTS:

Funds in the amount of $557,513.50 are available in CIP budget Account 53160139-63WT24UTRR (Repair Transmission Main Crossing Redwood Creek).

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(b) which exempts the restoration or rehabilitation of existing publicly owned utilities.
