Adopt a resolution authorizing the Public Works Director to award and execute a construction contract to the lowest and best bidder for the Trower Avenue Rehabilitation Dry Creek Road to Linda Vista Avenue and Jefferson Street to SR 29 project (ST19PW08); authorizing amendments to the existing total project budget of $1,817,040; authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed the project budget amount as shown in the Public Works Director’s report to City Council; and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018.  Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to: sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On January 16, 2018 City Council adopted the City’s 5-year Measure T Work Plan.  The Trower Avenue Rehabilitation Dry Creek Road to Linda Vista Avenue and Jefferson Street to SR 29 project (“Project”) is the City’s first Measure T project to hit the streets. 

 

The Trower Avenue Rehabilitation Project consists of concrete sidewalk, curb and gutter and corner ramp improvements, replacement of older streetlights and pavement repairs.  The west end of Trower Avenue, from Dry Creek Road to Linda Vista Avenue, will receive repairs to the damaged concrete sidewalk and curb and gutter.  As part of these repairs, a portion of the existing trees will be removed to prevent damage to the new concrete improvements.  A minimum of one new tree will be planted for every tree removed.  The east end of Trower Avenue, Jefferson Street to SR 29, will receive concrete repairs as well as replacement of outdated streetlights and pavement repairs. 

 

The engineer’s estimate of probable construction cost for the Project is $1,420,000.

 

The timing for this project is critical for several reasons:  First, the City is sensitive to Trower Avenue being a link to several major schools within close proximity and would like to complete as much of the construction as possible during the off-school summer days.  Second, the City planned and executed the Trower Avenue Storm Drain Project in advance of this Measure T work to provide a completely resurfaced street in orderly fashion.  Third, Measure T is a huge opportunity for the City to improve the quality of our streets.  Therefore, the City would like to hit the ground running and deliver this first Measure T project as close to the July 2018 start date as possible.  Since there is no City Council meeting on July 3, 2018, it is necessary to place the proposed award on the last meeting in June.  To accommodate this, bids will be opened at 10:00 A.M. on June 19, 2018, before City Council’s meeting.   At the afternoon City Council meeting, the Public Works Director will report on the bid opening and provide the name and contract bid amount of the lowest and best bidder.

 

Staff has estimated the total project cost as follows:

The estimated total project cost of $1,817,040 may change depending on the amount of the lowest and best bid and will be revised as part of the Public Works Director’s report to City Council.

 

The Public Works Department will use the standard agreement form for Public Works projects, and there will be no changes to the standard insurance requirements for this project.

 

FINANCIAL IMPACTS:

The existing Project budget is sufficient to cover the Project costs. There is no financial impact associated with these actions as projects that will be funded by Measure T are eligible for 100% reimbursement of incurred project costs.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks and gutters.
