Recommendation

 

Appoint two individuals to the Senior Advisory Commission as follows:

1)                     Appoint new member Liz Marks to serve a term beginning immediately and ending on September 30, 2026; and

2)                     Appoint new member Howell L. Broxton, designated as a Senior Agency Representative, to serve a term beginning immediately and ending on September 30, 2025.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION:

The Senior Advisory Commission is governed by Chapter 2.76 of the City of Napa Municipal Code and is advisory to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Senior Activity Center and establishes short and long-term goals for senior programs.

 

The Commission consists of seven members appointed by the City Council. Five members must be representatives of the Napa senior community at-large; two must be representatives from area senior services agencies. Each member must be a City of Napa resident and registered voter. The Senior Advisory Commission meets on the first Wednesday of every month at 2:00 p.m. at the City Hall Council Chambers, 955 School Street, Napa. The term length is two years.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS: 

There are a total of two vacancies to be filled due to the term expiration of Carolyn Hamilton, effective September 30, 2023; and the resignation of Steve Rodriguez, effective April 23, 2024. Mr. Rodriguez’s original term expiration was September 20, 2024.

 

Carolyn Hamilton served as a Senior Agency Representative.

 

With regard to the appointment to fill the unexpired term of Mr. Rodriguez, as per section 4.6.3 of Policy Resolution 10, Council has the authority to:

a) Appoint a Commission member for the unexpired remaining term

b) Appoint a Commission member for the unexpired remaining term plus an additional two-year term.

 

RECRUITMENT PROCESS:

The City Clerk office accepted applications for the Committee from October 20, 2023 through June 7, 2024. Recruitment announcements were published on the City’s website, on the City’s social media platforms, in the City of Napa News, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.

 

APPLICATIONS RECEIVED:

Two applications were received from Howell L. Broxton and Liz Marks.  Copies of the applications have been provided as Attachment 1 for reference.

 

STAFF’S RECOMMENDATIONS

Serving as a volunteer for Share the Care and Molly’s Angels, Mr. Broxton has applied as a Senior Agency Representative. City Staff has confirmed that Share the Care supports Mr. Broxton as being their representative and therefore recommends his appointment as a designated Senior Agency Representative.

 

Additionally, to maintain alternating term end dates throughout all members of the commission, staff recommends that Ms. Marks be appointed to fill the unexpired remaining term of Mr. Rodriguez, plus an additional two-year term, and that Mr. Broxton be appointed to fill what would be the remaining term of the Senior Agency Representative as reflected in the recommended action.

 

FINANCIAL IMPACTS:

None.

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
