Adopt a resolution authorizing the official naming of the Riverfront Promenade, from 3rd Street to Division Street, to the "Harry T. Price Riverwalk" in honor of the major contributions to the City of Napa by the late Harry T. Price.

DISCUSSION:

Background:
City Council Policy Resolution No. 24 establishes policy regarding the naming of existing and future park facilities. The procedures included in the policy resolution state that that Parks, Recreation and Trees Advisory (PRTAC) Commission shall review and make recommendations to the City Council on the naming of a City park or recreation facility for their review and approval. Recommendations may be submitted by a variety of stakeholders including community groups, individuals and Staff.

Additionally, the basis for naming a park and recreation facility includes:
- The City will typically adopt a name for each park or recreation facility based on geographical, natural or historic criteria identified with the area.
- When appropriate, a park or recreation facility can be named in honor of a person, posthumously, when such a person has made major contributions to the community, the country, or the field of parks and recreation
- The City Council shall exercise final authority in naming all public parks and recreation facilities within its jurisdiction

The overall objectives of the policy include:
- To ensure that naming/memorializing public parks and recreation facilities will enhance the values and heritage of the City of Napa and will be compatible with community interest
- To encourage the dedication of lands or funds for public use by individuals and groups, and provide recognition of their achievements or community contr...
