Recommendation
Adopt a Resolution (1) accepting the Cannabis Tax Fund Program Grant from the California Highway Patrol in the amount of $261,810.58; (2) authorizing the Chief of Police to execute the Grant Agreement with the California Highway Patrol; (3) approving revenue and expenditure budget increases of $261,810.58 in the Police Department’s Special Revenue Grants Fund for the CHP Cannabis Tax Fund Grant Program for Fiscal Year 2026-2027 as documented in Budget Amendment No.3P2 and (4) determining that the actions authorized by this Resolution are exempt from CEQA pursuant to CEQA Guideline 15060(c).

DISCUSSION:
The Police Department was recently awarded a grant from the California Highway Patrol (CHP) in the amount of $261,810.58 for the Cannabis Tax Fund Grant Program (CTFGP). The performance period for this grant is July 1, 2026, through June 30, 2027.
These grant funds are to be used to help reduce and mitigate the impacts of impaired driving in our community. The grant funds will support Driving Under the Influence (DUI)/Driver’s License checkpoints and regular DUI saturation patrols. Napa Police Department officers and supervisors will receive additional training in drugged driving, impaired driving and traffic safety.
The CTFGP Grant may also fund an additional DUI Patrol Vehicle.
FINANCIAL IMPACTS:
This grant positively impacts the Police Department’s Special Revenue Grants Fund and increases the Napa Police Department FY 2026/2027 revenue and expenditure budget by $261,810.58, offset by reimbursement from the California Highway Patrol. The grant period of performance is 07/01/2026 - 06/30/2027. The Police Department’s Grant Fund’s revenues and expenditures will be increased by the fully awarded grant amount, $261,810.58 in FY 2026/2027. There is no local match requirement.
CEQA:
The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
