Harvest Village Project Refund

Recommendation

 

Approve and authorize the Interim Community Development Director to execute a refund of $37,501.20 to the Harvest Village Residential project.

DISCUSSION:

The Harvest Village residential project at 804 Capitola Dr paid Affordable Housing Impact fees on 07/25/2016 with check# 1024. This project never moved forward, and the developer is seeking a refund.

 

Staff in the Community Development Department worked with the Finance Department to validate the previous payments and that the project did not move forward. Since the refund has been requested several years after payment and in a different Fiscal Year, the City Council is being asked for authorization to process the refund.

 

FINANCIAL IMPACTS:

There is no financial impact. The recommended action would only refund fees that have been paid by the Harvest Village project. However, the fees were paid in FY17 which has since been closed, and the refund will come out of FY25 budget.

 

CEQA:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
