DISCUSSION:
The Human Resources Department received a request from the Fire Department to update the following classification specifications: Deputy Fire Chief, Fire Battalion Chief, Fire Captain, Firefighter/Paramedic, and Firefighter. This request was initiated for the following three reasons:
1) To ensure consistency with current state certification requirements; and
2) To promote consistency across classification specifications related to policies and procedures; and
3) To update and clarify existing language.
Based on a review of the classification specifications and conversations with the Fire Chief, the Human Resources Department determined that the five (5) classification specifications of Deputy Fire Chief, Fire Battalion Chief, Fire Captain, Firefighter/Paramedic, and Firefighter need to be updated to more accurately reflect current assignments and examples of duties, clarify special requirements for each classification, and ensure continued compliance with the format of the approved class specification template.
No salary adjustments are being proposed as part of this update.
The two affected bargaining units, Napa Chief Fire Officers (NCFO) and Napa City Firefighters Association (NCFA), were given an opportunity to review, and agreed with staff’s recommendations.
Staff recommends that the City Council amend the City Classification Plan by adopting the revised classification specifications for the following classifications in the Fire Department: Deputy Fire Chief, Fire Battalion Chief, Fire Captain, Firefighter/Paramedic, and Firefighter in the Fire Department.
The classification specification revisions for Deputy Fire Chief, Fire Battalion Chief, Fire Captain, Firefighter/Paramedic, and Firefighter were reviewed by the Civil Service Commission at their regular meeting on February 23, 2026, and the Commission recommended Council approval.
FINANCIAL IMPACTS:
There are no financial impacts. This is merely an item to clean-up the language in the classification specifications.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
