Recommendation
1. Adopt a resolution to order the City Engineer to prepare and file the Preliminary Engineer's Report describing the improvements to be maintained by the Citywide Landscape Maintenance Assessment District for Fiscal Year 2018-2019, and determining that the actions authorized by this resolution are exempt from CEQA.
2. Adopt a resolution of intention to approve the Preliminary Engineer's Report, levy and collect assessments, and give notice of a Public Hearing to consider approval of the Citywide Landscape Maintenance Assessment District for Fiscal Year 2018-2019, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
In 1987, the City Council authorized the establishment of a Citywide Landscape Maintenance District to provide a means for maintaining "back-on" landscaping improvements in new subdivisions and landscaping in street medians. Each year the Council is required to take the necessary actions to receive the Engineer's Report, hold the protest hearing, and levy the assessments.
The areas included in the maintenance district for Fiscal Year 2018-2019 are: Oakridge Subdivision, Hillview Park Subdivision, Sunrise Meadows Subdivision, Foxridge Subdivision, the Trancas Street Median Landscaping in front of Bel Aire Plaza Shopping Center, Oxford Gardens Subdivision, Glencar Estates Subdivision, Dry Creek Village Subdivision, Rancho Las Flores Subdivision, Woodside Gardens Subdivision, Hyde Park II Subdivision, Walnut Grove Subdivision Unit One, Vineyard Vista Estates Subdivision, Orchard Estates Subdivision, Chaudhary Estates Subdivision, and Mills Subdivision.
