Agreement with Abode Services for Encampment Resolution Grant

Approve and authorize the City Manager to execute an agreement with Abode Services in an amount not to exceed $410,480 for the term July 1, 2026 to June 15, 2027, to provide housing navigation and tenancy care services to individuals referred under the Encampment Resolution Program.

DISCUSSION:
On January 17, 2023, the City Council authorized staff to submit a grant request under the Encampment Resolution Fund (ERF) Program. In June 2023, the City of Napa received a notice of award, and on July 20, 2023, the City Council authorized accepting the funds and authorized staff to move forward with the necessary agreements to implement the ERF grant and lease the Motel 6 located at 3380 Solano Avenue for the purpose of providing non-congregate sheltering for individuals residing in the prioritized encampments.
The non-congregate shelter was funded with the Program funds, then called the North Napa Center, opened in August 2023 and had 56 rooms that will be filled with no more than 65 individuals. The lease of the property was for a period of 35 months, ending on June 30, 2026.
The State of California extended the expiration date of the grant to June 22, 2027, which allows for the City of Napa to expend the remaining funds. While there were not enough funds to continue operation of the North Napa Center beyond a few days in July, funding is available to continue to provide housing navigation assistance to those that participated in the North Napa Center but have not yet be housed, and tenancy care support to those that transitioned to permanent housing as part of the program. These case management services are critical to ensuring housing success. To date, 88 individuals have transitioned to permanent housing.
Abode Services was selected by the Continuum of Care through a Request for Proposal process to be the primary homeless services provider for the City and County of Napa. This agreement will also include rental assistance to provide support with move in costs.
FINANCIAL IMPACTS:
Funding authorization is already included in the budget and all costs are funded by the Encampment Resolution Fund grant.
CEQA:
The Community Resources and Development Director recommends that the City Council determines that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15060(c).
