Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, JV Lucas Paving, Inc. for the Browns Valley Road/First Street Rehabilitation project in the bid amount of $4,296,497.75; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $1,094,299.55 for a total project amount not to exceed $5,390,797.30; (3) obligating $900,000 of Capital Improvement Program Measure T funds for the Browns Valley Road/1st Street-Westview to 29 (ST22PW03); and thereby (4) adjusting the current expenditure budget of the Capital Improvement Fund by $900,000 as documented in Budget Amendment No. 83P2; and (5) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
In November 2012, the voters of Napa County approved a 1/2-cent sales tax increase known as Measure T to be implemented July 1, 2018. Measure T funding is to be used for paving, maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage. On December 5, 2023, City Council adopted the City's updated 5-year Measure T Work Plan, which included the Browns Valley Road/First Street Rehabilitation project.

The Project consists of street paving, minor sidewalk repairs and installing new sidewalk sections between Freeway Drive and McCormick Lane.
