Adopt a resolution: (1) approving and authorizing the Public Works Director to execute on behalf of the City a License Agreement with the Napa Valley Transportation Authority (“NVTA”) for the temporary parking, storing, and charging of NVTA electric buses at 720 Jackson Street; and (2) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The City of Napa owns real property located at 720 Jackson Street (APNs 003-030-021 and 003-030-012). The property is adjacent to the City’s Corporation Yard and has historically served as a maintenance facility. The Napa Valley Transportation Authority (“NVTA”) previously leased the property for use as a bus maintenance facility until May 2024. During their tenancy, NVTA installed a dual-port ChargePoint Express 250 electric vehicle charger (“Charging Station”) on the property. In May 2024, the lease was mutually terminated after NVTA moved into their new bus maintenance facility. Following termination of the lease, the Charging Station remained on the property and ownership was retained by the City.
NVTA is seeking authorization to use a designated portion of the property and the existing Charging Station for the limited purposes of temporarily parking, storing, and charging up to two electric buses from its Vine transit service in the event a bus experiences an unexpected charge below 20%. This charging capability will support the reliability of NVTA’s transit operations serving the Napa Valley. The City will retain priority use of the property and the Charging Station for its own operations. NVTA’s use will be accommodated when it does not conflict with City operations.
FINANCIAL IMPACTS:
There is no direct financial cost to the City resulting from this action. NVTA will reimburse the City for electricity consumed at the property at the applicable PG&E rate.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301 (licensing of existing facilities or equipment with no or negligible expansion of existing or former use).
