Adopt a resolution amending the City Classification Plan by adopting the new classification specification and salary range for Economic Development Program Coordinator and deleting the classification specifications for Development Project Coordinator and Senior Development Project Coordinator; and amending the Budget Staffing Plan by adding two (2) Economic Development Program Coordinator positions, and deleting one (1) Development Project Coordinator position and one (1) Senior Development Project Coordinator position.

DISCUSSION:
The Human Resources Department received a request from the Community Development Department and Economic Development Division to review the job classification, workload, and scope of responsibilities of the Development Project Coordinator. With the assistance of Bryce Consulting, a classification study was conducted to better understand if the classification specification accurately reflects the assigned duties and responsibilities.
Through the classification study, it was found that the positions are performing the full range of economic development duties which includes conceptualizing, planning, coordinating and implementing economic development projects that range in complexity. The positions are performing duties that encompass both the Development Project Coordinator and Senior Development Project Coordinator. Given that there are only two positions, in addition to the Economic Development Manager, responsible for all economic development activities, it is necessary for the City to have the flexibility in the assignment of projects that range in complexity. Therefore, having two levels of classifications, with the more complex projects assigned to the Senior is not practical, does not best serve the City’s interests, and is not consistent with the work performed by the positions. Therefore, it is recommended that the two classifications be collapsed into one where the City would hire incumbents with previous experience and have the ability to assign the full scope of economic development project management responsibilities.
The classification study also found that the job title needed to better reflect the work and expectations of this role. The recommended title for the new classification specification is Economic Development Program Coordinator.
Since the Senior Development Project Coordinator represents the full scope of duties, it is recommended that the salary range for the new Economic Development Program Coordinator classification specification be set at the existing Senior Development Project Coordinator salary range ($118,487.67 - $143,135.27).
The affected bargaining unit, Administrative, Managerial, and Professional Employees (AMP), was given an opportunity to review the classification, and agreed on the recommendations.
The new classification and salary range for Economic Development Program Coordinator will be heard by the Civil Service Commission at their regular meeting on May 15, 2023 for recommendation to Council for approval. If this item is not recommended by the Civil Service Commission for Council approval, then staff will ask to pull this item from the City Council agenda at the May 16, 2023 City Council meeting.
FINANCIAL IMPACTS:
The Community Development Department has worked with the Finance Department to shift already appropriated funding to accommodate the additional costs of these salary range changes for the FY22/23 budget.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
