Adopt a resolution updating Citywide fees, charges, and fines effective February 3, 2025

DISCUSSION:

The last major master user fee study/update to the City’s fees and charges was presented to Council in October 2021, which included fees for 2022 through 2024 as part of a comprehensive user fee study. The proposed updates to the Master Fee Schedule include several key adjustments to ensure alignment with current practices and economic conditions. Due to time constraints, a full fee study could not be conducted this year. Instead, we applied a Consumer Price Index (CPI) inflation factor increase to applicable fees to account for inflation and maintain cost recovery. As of October 10, 2024 (the most recent data available), the year-over-year CPI change through August was 2.7% for the San Francisco-Oakland-Hayward, CA area for all items. This CPI increase is consistent with the City’s cost of service and these increased fee amounts would not provide the City with more money than it costs to provide the service consistent with the requirements of state law.

Additionally, we propose the removal of Water fees for the services that are no longer offered, including:

• Fees in Section 13.4 - Service Installation/Abandonment/Relocation

• 13.5.31-13.5.40 - Service Pipe and Hot Tap (less excavation)

• 13.5.41-13.5.45 - Fire Service Pipe and Hot Tap (less excavation)

• 13.5.46-13.5.49 - Metered Fire Service Pipe and Hot Tap (less excavation)

Following these removals, the numbering sequence in Water Section 13 has been updated accordingly to reflect the changes.

Finally, we propose consolidating the Hydrant Meter Service Charge (Section 13.3.5) into a single category to simplify billing and improve administrative efficiency.

 

FINANCIAL IMPACTS:

Enactment of the proposed fee changes will improve cost recovery for City services.

 

CEQA:

The Finance Director has determined that the recommended actions described in this agenda report are not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
