Adopt a resolution approving and authorizing (1) the City Manager to execute on behalf of the City, an amendment to Agreement No. C2023-671 with Axon Enterprises, Inc., in the amount of $100,116.92, for a four-year term, to purchase in-car video cameras for Police Department vehicles for a total project amount not to exceed of $1,694,355.35; (2) an appropriation in the amount of $21,657.89 from the Traffic Safety Fund, as documented in Council Budget Amendment No. 513P7

DISCUSSION:
In November 2023, the City of Napa entered into a five-year agreement with Axon Enterprises, Inc. (Axon) for $1,594,238.43 to provide cloud-based Digital Evidence Management through Evidence.com, Taser 10 conducted energy weapons, and body-worn cameras (BWC) for police department employees (C2023-671). The body-worn cameras have maintained high reliability, enabling employees to record interactions with the public, capture evidence, and meet community expectations of accountability and transparency.
The Napa Police Department requests authorization to amend the agreement with Axon Enterprises, Inc., to install and maintain "Fleet 3" in-car video cameras in seven police vehicles for up to $100,116.92. Five of the police vehicles are assigned to traffic enforcement, and two of the vehicles are assigned to patrol operations.
Axon Fleet 3 is an advanced in-car video system designed to capture high-quality audio and video footage during police contacts and enforcement activities, including traffic enforcement.
