Recommendation

 

Adopt a Resolution (1) accepting a grant from the California Highway Patrol in the amount of $352,962.55; (2) authorizing the Chief of Police to execute the Grant Agreement with the California Highway Patrol; and (3) approving revenue and expenditure budget increases of $352,962.55 in the Police Department’s Grants Fund for the CHP Cannabis Tax Fund Grant Program for Fiscal Year 2025-2026 as documented in Budget Amendment No. 149P1.

DISCUSSION:

The Police Department was recently awarded a grant from the California Highway Patrol (CHP) in the amount of $352,962.55 for the Cannabis Tax Fund Grant Program (CTFGP). The performance period for this grant is July 1, 2025 through June 30, 2026.

 

These grant funds are to be used to help reduce and mitigate the impacts of impaired driving in our community.  The grant funds will support Driving Under the Influence (DUI)/Driver’s License checkpoints and regular DUI saturation patrols.  Napa Police Department officers and supervisors will receive additional training in drugged driving, impaired driving and traffic safety. 

 

The CTFGP Grant will also fund an all-electric DUI Patrol Vehicle, charging equipment and a roadside drug testing device. 

 

FINANCIAL IMPACTS:

This grant positively impacts the Police Department’s Grant Fund and increases the Napa Police Department FY 2025/26 expenditure budget by $352,962.55 over a one-year period, offset by reimbursement from the California Highway Patrol. The grant period of performance is 07/01/2025 - 06/30/2026. The Police Department’s Grant Fund’s revenues and expenditures will be increased by the full awarded grant amount, $352,962.55 in FY 2025/26. There is no local match requirement.

 

CEQA:

The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
