Adopt a resolution authorizing the City Manager to execute the Cooperative Joint Powers Homeless Services Agreement with the County of Napa in an amount of up to $765,000 per fiscal year.

DISCUSSION:
The City of Napa (the “City”) and the County of Napa (the “County”) have historically partnered with each other to address the needs of homeless individuals and families. The two agencies first entered into a Cooperative Joint Powers Agreement in January 2018. At this time, it was agreed that the City of Napa would take the lead on homeless outreach and encampment resolution on properties in the City of Napa, while the County would focus on sheltering and housing activities that aligned with services already provided by the County like public health, mental health, and social services. This agreement also solidified the past practice of the City and County each funding 50% of year-round shelter operations, and the County funding 100% of winter shelter operations.
Shortly after entering into the Cooperative Joint Powers Homeless Services Agreement, the County of Napa was selected to implement a Whole Person Care Pilot Program that provided significant funding for the County of Napa to operate a series of Street Outreach, Housing Navigation, and Housing Tenancy Care Services. This program continued through calendar year 2021 and was recently replaced with the California Advancing and Innovating Med-Cal (CalAIM) program.
The CalAIM program is in the process of being implemented and includes enhanced case management services, as well opportunities for Housing Navigation and Tenancy Care Services. CalAIM does not include a Street Outreach component, however, the City and County worked collaboratively to secure grant funding to continue community based Street Outreach Services under the City of Napa.
While the responsibilities of each agency are outlined in detail, the Cooperative Agreement includes the following:

• Diversion
• Street Outreach
• Housing Navigation
• Shelter Operations
• Tenancy Care
City of Napa Responsibilities
• Seek new and renewed funding sources that align with system priorities
• Assign a staff person as key contact for homeless services and issues
• Participate in the Continuum of Care
• Lead encampment management and resolutions efforts on City owned properties and properties in the City of Napa owned privately or by another government entity
• Hire or contract with staff to run all intervention, diversion, and street outreach programs
• Collaborate with the Housing Authority of the City of Napa to align programs and housing opportunities
• Participate as an equal partner in all homeless services related discussions
County of Napa Responsibilities
• Seek new and renewed funding sources that align with system priorities
• Assign a staff person as key contact for homeless services and issues
• Provide staff support to administer the Continuum of Care, Coordinated Entry System, and Homeless Management Information System
• Lead encampment management and resolutions efforts on County owned properties and properties in the County of Napa owned privately or by another government entity
• Hire or contract with staff to run all emergency shelter, housing navigation, and tenancy care programs
• Participate as an equal partner in all homeless services related discussions
Emergency Shelter Operations
Consistent with past practice, the new agreement continues the equal cost share of year-round shelter operations between the City and the County, and the County funding 100% of winter shelter operations. This agreement establishes a cost share of up to $765,000 in Fiscal Year 2022-2023 for year-round shelter operations. The City is required under the Agreement to contribute $765,000 each fiscal year through Fiscal Year 2024-2025, and each year thereafter that the Agreement is renewed, unless the City and County agree in writing to a revised plan and budget by April 1st of each calendar year.
The initial term of the Agreement is through June 20, 2025. However, the Agreement automatically renews each fiscal year unless either party terminates the Agreement.
FINANCIAL IMPACTS:
There are sufficient funds budgeted in the City’s adopted FY2022-2023 General Fund budget for up to $765,000, representing the City’s portion of costs under the proposed Joint Powers Homeless Services Agreement for the term July 1, 2022-June 30, 2023. This agreement commits the City to fund $765,000 per fiscal year through Fiscal Year 2024-2025 unless the City and County agree to a revised budget per the process outlined in the agreement.
CEQA:
The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c).
