Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Pavement Coatings Co., for the Street Preventive Maintenance  - Twin Oaks East project in the bid amount of $729,358; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $72,935 for a total project amount not to exceed $802,293; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018.  Measure T funding is to be used for paving, maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On December 5, 2023, City Council adopted the City’s updated 5-year Measure T Work Plan which included the Pavement (Street) Preventive Maintenance project.

 

The Napa Neighborhood Streets and Sidewalks Program (NNSSP) aims to repair sidewalks and pavement within neighborhoods throughout the City.  The Twin Oaks East neighborhood is part of the NNSSP and has been programmed to receive pavement treatment this year.  The Twin Oaks East neighborhood includes: Alpine Ct, Boulder Creek Ct, Crestview Ct, Crestview Way, David Dr, Meadowbrook Ct, Mountain View Cr, Pebble Ct, Round Hill Cr, Round Hill Ct, Royal Ct, Stonebridge Ct, Stonebridge Dr, Swiss Ct, Tahoe Ct, and Twin Oaks Dr.

 

Due to the fair condition rating of the subject streets’ pavement with narrow cracks that can be repaired with sealing, an asphalt rubber cape seal has been selected as the appropriate treatment for this neighborhood.  Surface treatments are a cost-effective type of pavement maintenance that involves applying thin layers of material over the surface of the existing asphalt to protect it from additional wear, damage, and oxidation due to exposure to the sun.  Surface treatments extend the life of the pavement and reduce the need for more expensive repairs or rehabilitation in the future.  In addition to an asphalt rubber cape seal, work will include crack sealing and refreshed thermoplastic striping. 

 

The engineer’s estimate of probable construction cost for the Project is $595,400.

 

Staff publicly bid the Project from mid-May through the end of May. On May 29th, 2024, two (2) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The construction budget is proposed as follows:

The contingency, contract administration, construction management, inspection costs, and testing are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

There are no financial impacts. Sufficient funding for the recommended action is available in the Street Preventive Maintenance Project’s (ST24PW05) budget.

 

CEQA:

Staff recommends that the City Council determine that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
