Acceptance of Capital Program Implementation Grant for Electric Vehicle Charging Infrastructure

Recommendation
1. Approve and authorize the City Manager to accept and sign all necessary documents related to the $974,000 grant from the Metropolitan Transportation Commission (MTC) for the Charging Infrastructure Grant.
2. Adopt a resolution authorizing the filing of an application for funding assigned to MTC and committing any necessary matching funds and stating assurance to complete the project
3. Increase revenues and expenditures in the Administrative Special Revenue Fund (297) in the amount of $974,000, and an interfund transfer for from the Nonrecurring General Fund to the Administrative Special Revenue Fund for a local match in the amount of $126,170, and the additional expenditure budget in the Administrative Special Revenue Fund for the match in the amount of $126,170, as documented in Council Budget Amendment 167P12.

DISCUSSION:
In September 2024, the Metropolitan Transportation Commission (MTC) invited Bay Area public agencies to submit project proposals for the Capital Program Implementation Grant for Charging Infrastructure through the Bay Area Metropolitan Transportation Commission (MTC) which includes federal funding administered by the Federal Highway Administration (FHWA). The City Manager’s Office, with assistance from the Public Works and Community Development departments, submitted a grant application in December 2024.
The Bay Area Charging Infrastructure Grant Program is part of MTC’s Transportation Electrification Initiative to expand access to clean mobility options and associated charging infrastructure across the Bay Area. MTC seeks projects for the acquisition and installation of publicly accessible charging stations for electric vehicles (EVs) and/or electric mobility devices (bikes, scooters, assistive mobility devices, etc.). MTC requested proposals that demonstrated strong readiness and that lead to the implementation of publicly accessible charging infrastructure.
In March 2025, MTC notified City staff that the City of Napa had been awarded $974,000 in grant funding for installation of Electric Vehicle Supply Equipment (EVSE) as well as e-bike chargers or bike lockers located at 1276 Second Street in downtown Napa. As a condition of the grant, MTC requires a minimum matching contribution of 11.47% from the recipient, totaling $126,170.
The site at 1276 Second Street currently includes six Level Two charging stations and this grant will fund the addition of 7-8 Direct Current Fast Charging (DCFC) stations. The grant will also fund e-bike charging.
This site is also on the list to be evaluated in a future garage site feasibility study by the Community Development Department. Staff is working closely across departments to share information and coordinate.
The addition of EVSE is intended to have a positive impact on the climate by increasing access to fast charging stations, especially to equity priority communities and multifamily housing on the east side of Napa.
Approval of today’s action approves and authorizes the City Manager to sign and execute all documents and complete all necessary budget actions related to receiving and implementing this grant.
Funding for this grant may be impacted by changing Federal priorities. The City will work with MTC to obligate the Federal funds by January 2027.
FINANCIAL IMPACTS:
This grant will add $974,000 in revenue and expenses to the General Government Grants Special Revenue Fund. There is no impact to the General Fund. The Nonrecurring General Fund has sufficient fund balance for the match funds of $126,170. Existing staff funded by the General Fund may provide support to implement and report on the grant objectives.
CEQA:
The City Manager
has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.
However, the Recommended Action is a part of a larger “project” that will be subject to
environmental review in accordance with CEQA at the “earliest feasible time” prior to
“approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “project” is a potential parking structure and staff plans to bring back a CEQA analysis
of that project to Council prior to any approval of future electrical charging stations in the parking structure.
