Recommendation

 

(1)                     Appoint Lissa Gibbs as Visual Art Professional to the Public Art Steering Committee for term beginning immediately and ending June 30, 2024; and

(2)                     Appoint John W. Hannaford as nominee of the Arts Council Napa Valley to the Public Art Steering Committee for terms beginning immediately and ending June 30, 2024; and

(3)                     Appoint Judy Chang as at-large member to the Public Art Steering Committee to fill the unexpired remaining term beginning immediately and ending June 30, 2022.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION

 

The Public Art Steering Committee (PASC) is governed by Chapter 15.108 of the City of Napa Municipal Code and is advisory to the City Council and to City staff regarding public art proposals funded through in-lieu contributions, and other responsibilities such as reviewing the Public Art Master Plan for potential updates.

 

The Public Art Steering Committee consists of five members appointed by the City Council at the recommendation of the City Manager.

 

One member must be a visual arts professional, one a practicing professional artist in any medium, one nominated by the Arts Council Napa Valley or other city-recognized arts organization, and the fourth and fifth designated as members at-large.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS 

 

There is a total of three seats to be filled; one due to the resignation of Doreen Schmid on March 6, 2020 and two due to the term expirations of John W. Hannaford and Kristina Young, effective June 30, 2020. 

 

RECRUITMENT PROCESS

 

The City Clerk accepted applications for the Committee from May 11, 2020 to June 5, 2020.  Announcements were published on the City’s website, posted at City facilities, forwarded to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.

 

 

APPLICATIONS RECEIVED:

 

Six applications were received: Merle S. Smith, Rachel Bergman, Lissa Gibbs, Melisse

Herman, John W. Hannaford and Judy Chang.

 

Merle S. Smith, Rachel Bergman, Lissa Gibbs, Melisse Herman, and Judy Chang are new applicants.

 

Incumbent, John W. Hannaford, applied for his second term.

 

Incumbent Kristina Young did not reapply.

 

NOMINATION COMMITTEE RECOMMENDATIONS:

 

Per delegation of authority by the City Manager, the Nomination Committee interviewed all applicants.

 

At the August 26, 2020 Nomination Committee Meeting, Councilmember Alessio and Councilmember Luros, serving as the Council-appointed Nomination Committee, interviewed the applicants. A copy of the draft minutes has been provided as Attachment 2 for reference.

 

It is their recommendation to appoint John W. Hannaford as nominee of the Arts Council, Judy Chang as member-at-large and Lissa Gibbs as a Visual Art professional.

 

Pursuant to Section 4.7.2 of Policy Resolution 10, the City Council may either approve the nominations from the Nomination Committee as submitted or take further action to evaluate the applicants in accordance with Sections 4.5 of Policy Resolution 10.

 

FINANCIAL IMPACTS:

None

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
