Authorize the City Manager to execute on behalf of the City, Amendment No. 3 to Agreement No. C2023-709 with 4LEAF, Inc., to include certified access specialist and senior building official and inspector on-call services, and increase the agreement in the amount of $75,000, for a total contract amount not to exceed $525,000.

DISCUSSION:
4LEAF, Inc. has successfully provided plan review and inspection services for the City of Napa since September 2019. These services include plan checking of residential, commercial, and industrial building plans to meet building standards. The purpose of these services is to ensure that the proposed project building plans meet the minimum building standards as adopted by the State of California. The cost of these services is borne by the project applicants.
On December 28, 2023, the City entered into a contract with 4LEAF, Inc. in an amount not to exceed $100,000. On April 10, 2024, the City approved Amendment No. 1 for the additional amount of $100,000 for a total of $200,000, and on November 24, 2024 the City approved Amendment No. 2 for the additional amount of $250,000 for a total of $450,000. Due to the retirement of the current Chief Building Official the Community Resources & Development Department requires on call services from a qualified individual with the appropriate certifications to serve the City as a senior building inspector and certified access specialist. After exploring options, 4Leaf has the qualified staff to fill this role and provide in person services at the City of Napa Building Counter.
Community Development staff is utilizing 4LEAF to keep up with the current influx of development projects, and proposes to utilize an on call senior building consultant and certified access specialist with contract services while a recruitment for a Chief Building Official is underway and a permanent candidate is identified. It is therefore recommended that Council approve Amendment No. 3 to this contract in the additional amount of $75,000 for a total of $525,000. The City expects to need approximately 24 hours a week of these services from a certified specialist.
FINANCIAL IMPACTS:
The recommended action would increase the contract’s not to exceed amount. Community Development’s Building Inspection and Plan Check Division budgets annually for inspection plan check, permit tech and senior consultant services. Additionally, the related expenses are offset by revenues collected from charging these services to building projects.
CEQA:
The Community Resources & Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
