Authorize the City Manager to execute  an agreement with the County of Napa in the amount of $234,000 for Fiscal Years 2023-2024 and 2024-2025 for the reimbursement of City expenses related to the provision of homeless outreach and related services.

DISCUSSION:

The City of Napa and County of Napa operate under a Cooperative Joint Powers Homeless Services Agreement that defines the role and responsibility of each entity as it pertains to the provision of homeless services in our community.

 

The City and the County each receive a variety of State and Federal funds, and dedicate General Funds to support homeless services, including street outreach, sheltering, housing navigation, and housing tenancy care. Generally, one agency is the recipient of a funding source and then subcontracts funds to the other agency or directly to providers.

 

Under the Cooperative Joint Powers Agreement, the City of Napa is responsible for contracting for and managing outreach services. Outreach services include, but are not limited to, visiting encampments and other clients in the field to connect them with shelter, housing, and other social services with the goal of exiting clients from unsheltered homelessness. As an example, the Outreach Team has been instrumental in assisting with the paperwork needed to transition clients to the Valley Lodge permanent supportive housing project.

 

The County of Napa receives funding from the State of California through the Community Based Transitional Housing Grant program. The purpose of these funds are to provide enhanced outreach services, with a focus on the ¼ mile radius of the South Napa Shelter.  The City of Napa provides one Homeless Intervention Coordinator-Limited Term, and contracts for a Mental Health Outreach Worker to fulfill this grant requirement. This agreement will provide $184,000 each fiscal year to support these positions.

 

Additionally, the County of Napa, through its General Fund, provides $50,000 in funding for storage units for clients to utilize as they transition from encampments into outreach services, shelter, and other services. These funds have proven to be an incentive to enroll and engage in services.

 

 

FINANCIAL IMPACTS:

This agreement allows the City of Napa to seek reimbursement from the County of Napa in an amount not to exceed $234,000 for specific services related to the provision of Street Outreach and other homeless services. This agreement has been included in the City’s budget, and this action authorizes the City Manager to execute the agreement draw down these funds as they are expended.

 

CEQA:

The City Manager has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
