Adopt a resolution amending the City Classification Plan by approving the Classification Specification revisions for Community Development Director in the Community Development Department; and amending the budget staffing plan by changing (1) Community Development Director position to one (1) Community Resources and Development Director position.

DISCUSSION:
The Human Resources Department received a request from the City Manager to review the classification specification of Community Development Director in the Community Development Department.
On September 13, 2025, the City Manager appointed former Deputy City Manager, Molly Rattigan, as the Community Development Director following her nine months as the Interim Community Development Director. As a part of this transition, the City will be consolidating Housing and Homeless Services into the Community Development Department to form a newly combined department to be re-named the Community Resources and Development Department. This consolidation will bring consistency and vision to the Community Resources and Development Department, as well as foster a strong, collaborative environment for both staff and the development community.
As a result of the consolidation of Housing and Homeless Services into the Community Resources and Development Department, there is a current need to update the responsibilities and job title of the Community Development Director classification because this position will now oversee both areas under one department. As operational needs and staffing structures have shifted, the Human Resources Department determined that it was necessary to revise the job title and duties of the class specification to be more reflective of the current assignment. The proposed revisions are outlined in Exhibit A. It is recommended that the Community Development Director classification specification be updated, including changing the job title to Community Resources and Development Director to better align with operational needs. No salary adjustments are being proposed with this change.
Therefore, the Human Resources Department recommends that the City adopt the modified classification specification for Community Resources and Development Director. The effective date of the classification revision shall be the first day of the pay period following City Council approval. A corresponding change to the Budget Staffing Plan for the Community Resources and Development Department will be required to reflect the change of one (1) Community Development Director position to one (1) Community Resources and Development Director position.
FINANCIAL IMPACTS:
No additional funding is required beyond that already allocated and approved in the City budget.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
