Recommendation
Adopt a Resolution (1) approving and accepting the Grant Agreement amendment to the California Office of Traffic Safety Selective Traffic Enforcement Program (STEP) Grant for FY2025-2026 in the amount of $30,000; (2) authorizing the Chief of Police to sign the Grant Agreement amendment; and (3) approving revenue and expenditure budget increases in the amount of $30,000 in the Police Department’s Special Revenue Grants Fund for a grant total amount of $243,000 for Fiscal Year 2025-2026

DISCUSSION:
The Police Department previously accepted Selective Traffic Enforcement Program (STEP) grants. The project grant period for all four grants is October 1, 2025, through September 30, 2026.
City staff is now recommending that the City Council approve and accept an amendment to the grants that will provide additional grant funds. The additional grant funds will be used to create a video and printed materials to educate the public on vehicle traffic stops. The video will cover procedures and expectations for police and the public with the goal of decreasing conflict during these interactions.
FINANCIAL IMPACTS:
This grant positively impacts the Police Department’s Special Revenue Grants Fund by increasing the Napa Police Department FY 2025/2026 revenue and expenditure budget in amount of $30,000, offset by reimbursement from the State of California, Office of Traffic Safety (Exhibit A).
The grant period is 10/01/2025 - 09/30/2026. The Police Department’s Special Revenue Grants Fund’s revenues and expenditures will be increased in the amount of $30,000 in FY 2025/2026 bringing the total amount of OTS STEP Grant funding to $243,000, with any remaining budget at the end of the fiscal year carried forward to FY 2026/2027 for use during the remainder of the grant period. There is no local match requirement.

The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
