Approve and authorize the Utilities Director to execute an agreement with YEI Engineers, Inc., a California corporation, in an amount not to exceed $355,753 for Electrical Safety Services that include a Site Investigation, Fault Study and Equipment Withstand Evaluation, Arc Flash Study and an Electrical Maintenance Plan, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

The Utilities Department seeks professional consulting services to complete a current fault study, equipment withstand evaluation, arc flash study, and electrical maintenance plan to support the safe operation and maintenance of electrical infrastructure for the three (3) water treatment plants and fifteen (15) existing remote sites consisting of pump stations and reservoirs, along with complying with applicable regulations and industry best practices. The studies, evaluation, and maintenance plan will be developed in compliance with the latest codes and standards associated with electrical safety and arc flash standards including NFPA 70E, NFPA 70, NFPA 70B, and IEEE 1584.

 

The City issued a Request for Proposals via OpenGov Procurement and published RFP#2025-RFP-074, on October 3, 2025 for Electrical Safety Services. On November 6, 2025, the City received two proposals from qualified firms, both of whom met the minimum qualifications presented in the Request for Proposals.

 

A selection committee comprised of managers and subject matter experts in the Utilities Department evaluated and scored each of the submitted proposals.  Each firm was evaluated based on the following criteria: firm and staff qualification, experience; understanding of and approach to the scope of work; commitment; references; and pricing.  After thorough review and deliberation, the selection committee recommended that a contract be approved for YEI Engineers, Inc., a California corporation. 

 

The contract is Lump Sum Fee for the Electrical Safety Services to be provided.  The contract includes costs for the electrical safety services through tasks at each of the 18 water facilities. 

 

FINANCIAL IMPACTS:

The Agreement provides a not to exceed expenditure of $355,753 for scope of services.  Funds in the amount of $956,786.56 are available in account 63WQ20UT02-MAT&SUPP-CONSTRUCT to cover these costs.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(a) (Existing Facilities) which exempts the operation  of existing public or private structures, facilities, mechanical equipment or topographic features involving no expansion of use beyond that previously existing.
