DISCUSSION:
The City of Napa Policy Resolution No. 10 provides guidelines regarding the norms of operation and rules of order and procedure for the City established Boards, Commissions and Committees. City of Napa Policy Resolution No. 10 encourages each advisory body to adopt its own rules of procedure through bylaws to govern the conduct of activities. During the first Measure G Citizen Oversight Committee Meeting held on July 8, 2025, draft bylaws were presented for Committee review, commenting, and direction to staff.
Based on the comments, discussion, and direction from the previous meeting, the “Article IV - Meetings” section was modified. The changes clarify that a minimum of 2 meetings will be held per fiscal year and that additional meetings may be held. The section also now states that a meeting noticed through a posted agenda at least 72 hours in advance will be considered a regular meeting.
Attachment 1 is the bylaws document for Committee consideration. Staff recommends the Committee approve the bylaws. Attachment 2 highlights the change to Article IV from the draft presented in July.
