Authorize the Police Chief to execute a five-year contract (C2023-680) for Public Safety Dispatching Services between the City of Napa and the American Canyon Fire Protection District (ACFPD).

DISCUSSION:
The Napa City Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, American Canyon, Town of Yountville, and all unincorporated areas of Napa County.
ACFPD has contracted Public Safety Dispatching Services with the City of Napa under City Agreement No. C2013 298 (ACFPD Agreement No. 2013-04) since July 1, 2013. ACFPD originally contracted with City of Napa for Dispatch Services in March 2011. The recommended action is to approve a five-year contract agreement, to provide for continued public safety dispatching services through June 30, 2027.
The proposed five Agreement identifies the compensation to be paid by the ACFPD to City of Napa in the amount of $417,890, and additional reimbursement for monthly wireless access fee per data line used by ACFPD.
FINANCIAL IMPACTS:
The proposed five-year fiscal impact will result in ACFPD paying City $417,890 as follows:

The Police Chief has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
