Approve and authorize the Public Works Director to execute on behalf of the City an agreement with Guy Preston Consulting, LLC for Project Management services for the Five-Way Intersection Project in an amount not to exceed $325,000.

DISCUSSION:

The Five-Way Intersection Project (Project) will provide multi-modal transportation improvements at the intersection of Silverado Trail (SR 121), Third Street, Coombsville Road, and East Avenue.  The Project is included in the City’s current and previous General Plans.  The Project will improve both traffic safety and traffic flow through the intersection.  The first Project planning work began more than a decade ago, and robust community engagement was conducted as part of the process to identify Project alternatives. 

On June 6, 2023, Council authorized the Public Works Director to enter into a cooperative agreement with Caltrans for the Project Approval and Environmental Document (PA&ED) and Plans, Specifications, and Estimates (PS&E) phases.  The approval of the cooperative agreement initiated the detailed project development steps to complete the work to prepare the Project for construction.  In September 2025, Council authorized the Public Works Director to enter into an agreement for the design services and preliminary right-of-way work. 

 

The Five-Way Intersection Project is a complex project that will require specialized expertise in Caltrans project delivery while managing multiple consultants to ensure the project progresses efficiently while meeting City standards and Caltrans requirements.  The City does not currently have the internal resources to provide the specialized project management services on this complex project while meeting other project commitments. 

 

On September 4, 2025, the City issued a Request for Proposals for on-call CIP program management and project control services and for project management services for the Five-Way Intersection project.  On September 30, 2025, the City received five proposals from qualified firms.  The following firms submitted proposals (in alphabetical order): Coil Digital Consulting, LLC; Guy Preston Consulting LLC; Interwest Consulting Group, Inc.; Mott MacDonald Group, Inc., and Pound Management Inc.

 

A review committee made up of City staff evaluated and scored each proposal based on factors such as expertise, experience, proposal quality, and contract understanding.  After thorough review, Guy Preston Consulting, LLC was selected as the most qualified firm for project management for the 5-Way Intersection Project. The quality of the submission, including proposed teams, experience, and capabilities, demonstrated that Guy Preston Consulting, LLC is well-qualified to meet the City’s project needs.  A second firm, Mott MacDonald Group, Inc., was selected through the RFP for general on-call CIP program management and project controls services.  That contract is still being negotiated and will be brought to Council separately for consideration.  

 

The proposed contract with Guy Preston Consulting, LLC in the not-to-exceed amount of $325,000 will support the project through approximately 65% design, which is anticipated to be completed at the end of 2026.  To complete the design through 100%, additional project management support will be needed.  Staff will re-evaluate those needs and options as the 65% design nears completion.

 

FINANCIAL IMPACTS:

Sufficient funding for the contract is available in the existing appropriations for the Five-Way Intersection Project (ST14PW04) budgeted in the current CIP budget.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.

 

However, the Recommended Action is part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “project” is the construction of the physical transportation improvements for the Five-Way Intersection Project, and staff plans to bring back a CEQA analysis of that project to Council prior to future discretionary right-of-way actions and construction of the project.
