Proclaim that reliable access to clean drinking water is essential to our quality of life and recognize the importance of educating the public through the 11th annual “Imagine a Day Without Water” nationwide campaign on October 16, 2025.

DISCUSSION:
“Imagine a Day Without Water” is a National Day of Action that raises awareness about the crucial need for safe, reliable water and continued investment in our nation’s water infrastructure. The City of Napa is participating for the eighth straight year, joining the US Water Alliance and more than 1,000 organizations across the country in demonstrating the true value of water. Without reliable water, our families and communities cannot thrive, and our nation’s public health, safety, and economic prosperity are compromised. Most Americans agree that investing in water is essential. According to the 2025 Value of Water Index, support for prioritizing reliable water access reached a new high, outranking all other key issues presented to voters. This proclamation highlights water’s critical role, the City’s extensive water system and its challenges, and the future investments needed to ensure that water remains reliable for generations to come.
Through local magazine ad, bill insert, e-newsletter item, web site spotlights, radio ads and interview, newspaper op-ed, social media campaign, public event appearances, and today’s proclamation, City staff are bringing attention to “Imagine a Day Without Water” and the people, equipment, and costs involved in ensuring that safe, clean drinking water is available 24/7. These outreach efforts will culminate on the official day, October 16, 2025.
This proclamation complies with the Ceremonial Documents Policy (Resolution R2023-101), adopted by Council on October 3, 2023, and was requested by the City of Napa Utilities Department.
