DISCUSSION:
The purpose of this Municipal Code section is to ensure the City is prepared to protect persons and property during a local emergency by establishing a framework for emergency planning, coordination, and response. It provides for the delegation of authority to the Emergency Management Director and the City’s emergency organization, promotes coordination with public agencies, private organizations, and the community, facilitates mutual aid, and implements the provisions of the California Emergency Services Act (Government Code Section 8550 et seq.).
The City’s Office of Emergency Management (OEM) staffing structure includes the Disaster Council, composed of the City Council, the Emergency Management Director, the Emergency Management Coordinator, and the Emergency Manager.
With the adoption of the Fiscal Year 2026/27 Budget (Resolution R2025-073), the City established the Emergency Manager position, resulting in minor updates to OEM roles and responsibilities. The Emergency Manager oversees the day-to-day operations of the OEM and leads the development, coordination, and implementation of comprehensive emergency management programs, including preparedness, training, response, mitigation, and recovery. This role works closely with internal departments and external partners to ensure coordinated efforts. The Emergency Manager also maintains the readiness of the Emergency Operations Center (EOC), provides training to City staff, prepares required reports for local, state, and federal agencies, represents the City on emergency management matters, and performs other assigned duties.

No direct fiscal impact.

The Fire Chief has determined that the Recommended Action described in this Staff Report is not subject to CEQA pursuant to CEQA Guidelines Section 15060.
