Adopt a resolution designating the Deputy Executive Director as the “Certifying Officer” as defined in 24 C.F.R. Part 58 for the Housing Authority of the City of Napa for purposes of compliance with the National Environmental Policy Act.

DISCUSSION:

The Housing Authority receives federal funding from the United States government, including funds from the United States Department of Housing and Urban Development (HUD).  HUD requires recipients of these federal funds to assume responsibility for conducting environmental reviews for projects and programs in accordance with the National Environmental Policy Act (NEPA).  In assuming HUD’s responsibilities under NEPA, HUD requires each jurisdiction to designate an individual to carry out the responsibilities of “certifying officer” as defined in 24 C.F.R. Part 58.  The City’s Community Development Director serves as the Housing Authority’s Deputy Executive Director.  Because the Housing Authority’s environmental reviews are typically completed by the Community Development Department, staff recommends designating the Deputy Executive Director as the Housing Authority’s Certifying Officer.

This action has no financial impact.

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15060(c).
