DISCUSSION:
The Housing Authority’s two-year budget for fiscal years 2025/26 and 2026/27 was adopted on June 17, 2025. As part of the May 19, 2026 Mid-Cycle Budget review, the Housing Authority reviewed proposed FY 2026/27 budget adjustments intended to better align current funding assumptions and operational needs within individual housing programs. No additional changes were requested by the Housing Authority.
The proposed adjustments reflect updated Federal and State funding estimates, as well as revised expenditure needs associated with ongoing administrative and operational activities. These amendments help ensure the Housing Authority’s budget remains responsive to changing program requirements while maintaining service delivery across housing programs.
All proposed adjustments are detailed in Exhibit A of Attachment 1, Mid-Cycle Budget Housing Authority FY 2026/27.
FINANCIAL IMPACTS:
The originally adopted FY 2026/27 Housing Authority budget included revenues of $24.12 million and expenditures of $25.08 million, resulting in a planned use of approximately $0.97 million in fund balance.
The proposed adjustments would increase revenues by $1.06 million and expenditures by $1.10 million, resulting in a revised planned use of approximately $1.01 million in fund balance for FY 2026/27. Sufficient fund balances are available to support the proposed appropriations, and no Housing Authority fund is projected to have a negative balance as a result of these adjustments.

The Executive Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
