Adopt a resolution approving the Community Recovery Bank Funding Recommendations from the City Manager for the Napa County Historical Society.

DISCUSSION:

On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARPA) into law. The $1.9 trillion Fiscal Recovery Funds package is intended to combat the COVID-19 pandemic, including public health and economic impacts. The City of Napa (City) has received a total of $12.5 million over two years to respond to the COVID-19 public health emergency and its economic impacts.

 

At the March 15, 2022, council meeting, the City Council approved a total of $1.15 million of ARPA funding to be made available as a Community Recovery Bank (CRB), to assist with community recovery from the COVID-19 pandemic.  Following the City Council’s direction, staff conducted an application process and convened a panel to review the applications.

 

On February 21, 2023, City Manager presented recommendations for funding to the City Council for approval based on the panel’s review. The City Council approved 20 of the 21 recommendations for funding, however due to disclosures of conflict of interest, there was not a quorum of City Council members present to vote on a recommendation for funding to the Napa County Historical Society.


The recommended resolution attached to this staff report will authorize the City Manager to enter into a grant agreement with the Napa County Historical Society in the amount of twenty-five thousand dollars ($25,000). Funding will be used to support two exhibits in 2023 and provide enriched programming that augments the exhibits. 

 

 

FINANCIAL IMPACTS:

There is no new financial impact associated with this item. The allocation of the $1.15M to the Community Recovery Bank occurred as part of the FY 2022/23 budget and was included in the adopted budget item.

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
