Adopt a Resolution repealing and replacing City Council Policy Resolution No. 30 to update the policy regarding Sister City and Friendship City Relationships

DISCUSSION:

At the direction of the City Manager’s Office, staff reviewed and updated the City’s policy governing the establishment of Sister City and Friendship City relationships to improve consistency, transparency, and equity in the approval process. As part of this effort, staff evaluated policies from multiple municipalities, and based on this review, recommends adoption of the attached updated policy.

 

The proposed policy establishes eligibility criteria for prospective partner cities, defines expectations for participation, and provides administrative procedures for City staff and Visit Napa Valley, the City’s coordinating partner, to evaluate proposals and provide recommendations to the City Council to establish formal Sister City and Friendship City relationships. 

 

The current policy, last updated in 2001, no longer reflects modern administrative practices. The recommended revisions clarify roles and responsibilities, improves guidance on program coordination and activities, and better define financial and engagement expectations. These updates provide a more current and effective framework for administering the City’s Sister City and Friendship City program.

 

FINANCIAL IMPACTS:

None.

The City Clerk has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
