Culture Program Background

In May 2023, a new team of City employees, known as “The Collaborators,” was formed to support and provide input on various organizational culture related initiatives.  Team members were nominated by the City’s Executive Team to represent each department, and this team is comprised of individuals who have a strong interest in supporting a positive and inclusive culture for City employees.

 

The Collaborators FY24 Focus items include:

                     Develop Mission Statement and Core Values for the City,

                     Provide input and assist Human Resources with vendor selection and implementation of a new City-wide Training and Professional Development Program; and

                     Develop future culture program recommendations.

 

The purpose of this report is to provide an update on the team’s work effort related to the Mission Statement and Core Values and recommend adoption of those, as outlined in Exhibit A to the Resolution.

 

Mission Statement and Core Values Development

A Mission Statement and Core Values are beneficial because they communicate the purpose of the organization, describe our identity as an employer, inform strategy development and provide guidance for the City of Napa culture and workplace environment. 

 

The Mission Statement and Core Values development began in Summer 2019 including focused brainstorming conducted at two city training events with management, supervisory and administrative staff.  Following this training a Mission Statement focus team and a Core Values focus team were established comprised of staff from various departments.  These teams worked collaboratively to identify themes, review prior brainstorming, conduct a follow-up employee survey, and develop a draft Mission Statement and Core Values.  These statements were then presented at employee trainings related to organizational culture from September 2019 through February 2020. However, due to the Covid-19 Pandemic, the effort was put on hold.

 

In August 2023, this previous work was picked up and put into a survey to all city employees seeking input on the draft Mission Statement and Core Values.  The survey resulted in positive feedback and support of the Mission Statement and Core Values drafted back in 2019.

 

Based upon the past process, and current validation from the employee survey, we are recommending Council adopt the following Mission Statement and Core Values:

 

Proposed Mission Statement:

Rooted in public service, our mission is to grow a vibrant, sustainable community for all who live in, work in, and visit the City of Napa, through thoughtful leadership and dedication to excellence.

 

Proposed Core Values:

Integrity - Consistently demonstrating the highest level of ethical conduct with accountability and pride.

 

Service - Engaging in meaningful work to care for our community through resourceful dedication and humble actions.

 

Inclusion - Creating a sense of ease and belonging through respect, acceptance, and mindfulness of our collective diversity.

 

Collaboration - Working together with a shared purpose while respectfully considering all voices to achieve common goals, solutions, and greater outcomes.

 

FINANCIAL IMPACTS:

No funding appropriations are necessary for this report.

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c)(2).
