Adopt a resolution documenting the salary schedules for Full-Time and Part-Time Extra-Help Employees.

DISCUSSION:

State law requires the City to publish the salary schedules for all City employees, in order for compensation to be considered earned for the purposes of calculating retirement benefits under CalPERS (see California Government Code Section 20636).

The compensation for all City employees is approved by the City Council, pursuant to City Charter Section 79. The City Council has previously established the compensation (including salary ranges) for each full-time City employee, and those salaries are documented on “Exhibit A” to the resolution attached to this report. For employees covered under collective bargaining agreements, the compensation is established through the collective bargaining process and approved by Council when approving the Total Tentative Agreements and Memorandums of Understanding with those bargaining groups. City Council has also previously adopted resolutions related to unrepresented City employees including City Executive Staff, Police Chief, and City Unrepresented Management Staff. The salaries in “Exhibit A” for full-time employees include compensation changes previously approved by Council for the following bargaining units: Napa Chief Fire Officers, Napa City Firefighters Association, and Napa City Employees’ Association.

 

The salary schedule for Part-Time Extra-Help Employees has also been updated to reflect the compensation changes previously approved by Council. The salary ranges for Part-Time and Extra-Help employees are summarized in Exhibit "B" to the resolution. These pay ranges represent the pay levels for individuals working in a part-time, limited term or extra-help capacity.

 

Any additions or changes, including new classifications or changes in classifications and salary ranges adopted by Civil Service and City Council since the last time the salary schedules were adopted, are also included. The following administrative clean-up items have been added to the full-time and part-time extra-help salary schedules. The City Council has previously approved compensation for the full-time classification of Assistant Human Resources Director, pursuant to publicly approved resolutions for the adoption of the Fiscal Year 2025/26 and 2026/27 Budget on June 17, 2025. The part-time extra-help classification and salary range for Medical Director has been added to the salary schedule for all Part-Time Extra-Help City employees.

 

Copies of “Exhibit A" and “Exhibit B” will be posted on the City's website and available to the public following Council’s approval of this item.

 

FINANCIAL IMPACTS:

No additional funding is required beyond the funding already allocated and approved in the City’s budget.

 

CEQA:

The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15378.
