Recommendation
Adopt a resolution 1) authorizing the Utilities Director to submit a grant application to the California Governor’s Office of Emergency Services (Cal-OES) and execute all documents necessary to secure Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program funding in the amount of up to $6,525,000, with a City matching obligation of up to $2,175,000; 2) authorizing the Utilities Director to execute reimbursement agreements with the cities of St Helena, and Calistoga for the Dwyer Road Pump Station Project DR4344-AP-00916 in the amount of up to $725,000 each; 3) creating a new CIP Project, Dwyer Road Pump Station (53104-WX22UT06), and approving an increase of revenue and expenditures budgets in the amount of $8,700,000, and 4) authorizing a transfer of funds in the amount of $2,175,000 from water fund capital reserve account to water capital expenditure budget as documented in budget adjustment No. BE2205502.

DISCUSSION:
After federally declared disasters, FEMA makes Hazard Mitigation Grant Program (“HMGP”) funds available for improvements to mitigate damage in future disasters. The Dwyer Road Pump Station Project will reduce or prevent Property Damage and Loss of Critical Drinking Water and Fire Protection Infrastructure resulting from Fire by increasing water system reliability for three Cities--Napa, Calistoga and St Helena--by increasing available system storage by 5 million gallons in the event that the Hennessey Water Treatment Plant is not in operation. The Plant was threatened by wildfires in 2017 and 2020.
The Project will upgrade the existing Dwyer flow control station to a pump station, stabilize pressures in the up valley water delivery system, and add water storage capacity into the system without running multiple treatment plants. The City will receive joint participation in the project from the cities of St. Helena and Calistoga due to the benefits of increased water pressure at the service connections to those cities.
The Project is an integral part of the City’s Water System Capital Improvement Plan because it will allow increased operational flexibility and provide increased storage in the transmission system by filling the Hennessey storage tank without the need to operate the Hennessey Treatment Plant. In addition, it will stabilize the approximately 43 pounds per square inch (psi) pressure differential observed by up valley customers that is experienced when the water system is feeding water from the Barwick Jamieson Treatment Plant (elevation 315) at the southern end of the system compared to the Hennessey Treatment Plant (elevation 415) located at the north end of the system.
FEMA Hazard Mitigation Grant Program (HMGP) Costs are shared 75% Cal OES: 25% City of Napa water fund. The City’s 25% proportionate share is $2,175,000. The proposed Council action authorizes the Grant submission and the City’s $2,175,000 funding obligation.
Once the Project grant is authorized by FEMA, Staff will finalize the Project design and issue an invitation for bids. Staff will return to City Council to seek approval to authorize an agreement for construction at a future date. The City of Napa will execute reimbursement agreements with the cities of Calistoga and St Helena who benefit from the Project.
FINANCIAL IMPACTS:
Project revenue and expenditures in the amount of $8,700,000 are established in Dwyer Road Pump Station capital improvement account 53104-WX22UT06. Grant funds revenue in the amount of $6,525,000 are budgeted to reflect the expected FEMA HMGP funds 75% proportional share. City match funds in the amount of $2,175,000 for the City’s 25% proportionate share of the Dwyer Road Pump Station Project are shown in the proposed Resolution and Budget Adjustment No. BE2205502.
Because this is a regional project benefitting three water systems, the 25% required matching of $2,175,000 will be shared equally by the City, Calistoga and St Helena pursuant to a reimbursement agreement.
CEQA:
The Utilities Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.
However, the Recommended Action is a part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “project” is Dwyer Road Pump Station, and staff plans to bring back a CEQA analysis to Council prior to approval to construct the Project.
