Approve and authorize the City Manager to execute on behalf of the City Amendment No. 1 to Agreement C2024-639 with Abode Services for additional support for clients exiting homelessness in the increased amount of $100,000 for a total contract amount not to exceed $923,099 for the term July 1, 2024 to June 30, 2025.

DISCUSSION:

Abode Services was selected to be the primary homeless services provider by the Napa Continuum of Care through a Request for Proposal process and has been providing services in the community since 2017. In Fiscal Year 2022-2023, Homeless Outreach services became one of the responsibilities of the City of Napa under the Cooperative Joint Powers Agreement with the County of Napa pertaining to homeless services.  The City of Napa has applied for and received funding allocations to continue Outreach Services. These funding services include, but are not limited to: Emergency Solutions Grant, Homeless Housing, Assistance and Prevention Funds, Permanent Local Housing Allocation, and Community Based Transitional Housing funds through the County of Napa.

City Council previously authorized the City Manager to sign an agreement with Abode Services in the amount of $823,099 to provide outreach services from July 1, 2024 through June 30, 2025.  This agreement provides four Community Health Outreach Workers, one Mental Health Clinician, one Housing Services Coordinator and the necessary support staff and client support needs.

This amendment is needed to provide additional supports to clients including assistance with relocation expenses, storage of personal belongings or vehicles, or temporary rent assistance.  The purpose of this amendment is to increase Abode’s budget in order to provide these services.

 

FINANCIAL IMPACTS:

This agreement is funded by a combination of State allocations, grant funds and General Fund dollars. There is no additional impact on the General Fund.

 

CEQA:

The City Manager has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA guidelines Section 15060(c).
