Adopt a resolution (1) authorizing the Public Works Director to conduct in-house paving operations on behalf of the City, and (2) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The City roadway system is an essential component of the infrastructure the community depends on. Street repair work is consistently identified as a high priority through both community surveys and established City Council budget focus areas.
As outlined within the City Charter, the City Council may provide for City crews to complete large scale paving projects after the work is placed out to bid and it is determined that the City crew is more cost effective or if no bids are received. The paving work by the City crews is very cost-effective and is completed at a lower cost than past construction contract bids have offered.
In February 2025, the Public Works Department issued a formal invitation for bids for Citywide Paving Services projects that included sections of the following streets: Garfield Lane, Valle Verde Drive, Industrial Way, Byway East, Redwood Road (Solano Avenue to the railroad), Shetler Avenue, Harold Court, Easley Court, Maher Street, Linda Vista Avenue, Yajome Street, Central Avenue, Arden Way, Larkin Way, Pinewood Drive, Abbey Court, Stratford Court, Lynn Drive, Morlan Court, Jefferson Street, Villa Lane, Beecham Street, Third Street, Franklin Street, and Walnut Street.
No bids were received, and City Council directed the Public Works Department to complete this paving. Strong progress has been made on addressing this work. Between April and the first week of June, City crews have completed paving of 7,349 tons of asphalt, covering 7.21 lane-miles including the paving work on Garfield Lane, Valle Verde Drive, Industrial Way, Byway East, Redwood Road (Solano Avenue to railroad), Shetler Avenue, Harold Court, Easley Court, Maher Street, Linda Vista Avenue, Abbey Court, and Stratford Court.
Additional street paving work was placed out to bid in May 2025 and notice was posted for five consecutive days near the Council Chamber as required by the City Charter and no bids were received. The bid document included paving work for sections of the following streets:
• Redwood Road (Carol Drive to Solano Avenue)
• Third Street (bridge deck to Soscol Avenue and railroad to Silverado Trail)
• Old Sonoma Road (S. Seymour Street to bridge deck and bridge deck to city limit)
• Hagen Road (Silverado Trail to Old Coach Road)
• Solano Avenue (Luke Drive to Wine Country Avenue)
• Old Soscol Way (Trancas Street to Soscol Avenue)
• Main Street (Clinton Street to Pearl Street)
• Yajome Street (Lincoln Avenue to Pearl Street)
• Linda Vista Avenue (city limit to Wine Country Avenue)
• Colina Court (west end to S. Freeway Drive)
• Jackson Street (Soscol Avenue to Yajome Street)
• Vallejo Street (Yajome Street to Soscol Ave)
• Franklin Street (Elm Street to Spruce Street)
• Wine County Avenue (Dry Creek Road to Malaga Way)
• Salvador Avenue (HW29 to Hahnemann Lane)
• Pearl Street (Soscol Avenue to Main Street)
• Underhill Drive (Old Sonoma Road to south end)
• Sousa Lane (Silverado Trail to Soscol Ave)
• Westminster Court (Regal Drive to east end)
To ensure that paving operations continue throughout the remainder of the paving season, that typically concludes in October due to inclement weather, and reinitiate activities in spring for work in 2026, staff recommends City Council authorize the in-house crews to complete additional Citywide Paving Services projects.
FINANCIAL IMPACTS:
There is no additional funding required for the proposed action. Funding for the proposed work is available in the Paving Program’s (30230810) Budget.
CEQA:
The Recommended Action is exempt from CEQA pursuant to CEQA Guideline 15301(c) which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
