(1) Approve and authorize the Public Works Director to execute an agreement with Sweeping Corporation of America for street sweeping services in an amount not to exceed $750,000 in Fiscal Year 2026/27, $775,000 in Fiscal Year 2027/28, and $800,000 in Fiscal Year 2028/29; and (2) determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

Street sweeping services are an important component of the City’s stormwater management and roadway maintenance programs.  Regular sweeping helps reduce debris in the roadway and bicycle lanes and supports compliance with the City’s Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit by reducing pollutants that may enter the storm drain system.

The City has contracted with Sweeping Corporation of America (SCA) for street sweeping services since 2017.  The current agreement is scheduled to expire on June 30, 2026.  In anticipation of the agreement expiration, the City issued a Request for Proposals (RFP) on January 20, 2026, seeking qualified firms to provide ongoing street sweeping services City-wide.

The RFP requested annual pricing for the following services:

a)                     Standard residential and commercial street sweeping of approximately 467 curb miles, including enhanced sweeping in the downtown area, and sweeping of City parking lots and the City’s Corporation Yard.

b)                     Enhanced leaf season sweeping services twice per month from October through December.

c)                     Routine sweeping of Class IV protected bike lanes. 

d)                     Unit pricing for on-call sweeping services, including pre- and post-event sweeping, construction-related sweeping, additional leaf sweeping, and other maintenance services as requested by the City.

One proposal was received on February 12, 2026, from Sweeping Corporation of America (SCA). The proposal was evaluated based on qualifications, relevant experience, and cost. Although only one proposal was received, staff contacted other potential service providers to better understand the limited response. Several firms indicated that the City of Napa is outside their normal service area and that providing services in Napa would create logistical and financial challenges.

Performing street sweeping services with City staff and equipment as an alternative to contracting was evaluated, and that analysis confirmed that contracting the service remains more cost-effective than performing the work in-house.  Based on the evaluation, staff determined that SCA offers the best overall value to the City.

Under the proposed agreement, SCA will continue the existing street sweeping schedules and service levels while expanding coverage to reflect updates to the City’s street network.  Residential and commercial streets will continue to be swept once per month from February through September, and twice per month from October through January to address seasonal leaf accumulation. Downtown areas will continue to be swept twice weekly.

The proposed agreement also adds routine sweeping of Class IV bike lanes. Because Class IV bike lanes are separated from traffic lanes by physical barriers, they cannot be cleaned using standard street sweeping equipment and require specialized tools or methods. The new contract includes services specifically designed to maintain these protected lanes. Class IV bike lanes will be swept once per month from February through September, twice per month from October through January, and upon request.

Street Sweeping complaints and inquiries will continue to be managed through the City’s Service Center.  The City will review and investigate concerns and coordinate with SCA on any needed solutions or schedule adjustments.  As the City’s current street sweeping contractor, SCA has generally been responsive to community concerns and has accommodated feasible service and scheduling requests when possible.

Although services are expanding, the overall not-to-exceed costs remain comparable to the current agreement and fall within the previously approved Fiscal Year 2026/27 operating budget.  Proposed annual not-to-exceed costs under the contract are $750,000 for Fiscal Year 2026/27, $775,000 for Fiscal Year 2027/28, and $800,000 for Fiscal Year 2028/29. These figures reflect a maximum annual rate increase of up to 3 percent, tied to the annual change in the Consumer Price Index and capped at 3 percent per year.

The proposed agreement will commence on July 1, 2026, immediately following the expiration of the current agreement on June 30, 2026. Overall, the agreement provides a cost-effective approach to maintaining roadway cleanliness and supporting compliance with regulatory requirements.

FINANCIAL IMPACTS:

There is no General Fund impact for Fiscal Year 2026/27. The recommended Agreement includes contract costs not to exceed $750,000 in Fiscal Year 2026/27, $775,000 in Fiscal Year 2027/28 and $800,000 in 2028/29.

 

The Public Works General Fund budget currently includes a Fiscal Year 2026/27 budget of $750,000 to cover contracted street sweeping services. Fiscal Years 2027/28 and 2028/29’s costs will be addressed through future budgeting processes

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the operation, repair, maintenance or minor alterations of existing streets, sidewalks, gutters, bicycles/pedestrian trails, and similar facilities.
